EC White Paper on the Integration of EU Mortgage Credit Markets
In 2008 the Commission aims to present a recommendation encouraging member states to adhere to the EULIS Service.

EULIS Annual Meeting 2007 in Munich
On Tuesday 27 November the third EULIS Annual Meeting was held at the offices of the Ministry of Justice of Bavaria in Munich. Representatives from Austria, Czech Republic, England & Wales, Germany, Finland, Iceland, Ireland, Italy, Lithuania, Netherlands, Norway, Scotland and Slovenia took part.
Of special interest this year was White Paper on Morgtage Credit.

Ireland's
Property Registration Authority, based in Dublin, hold the Irish
Land Registry and Registry of Deeds.
On 30 September 2007 customers of their web based www.landdirect.ie
service will be able to access EULIS through the service

Annual General Meeting 2006 Brussels
On
Tuesday 21 November 2006 the second EULIS Annual General Meeting
was held at the offices of the General Administration of the Patrimonial
Documentation in Brussels. Attendees at the meeting were from Austria,
Norway, Sweden, Netherlands, Scotland, Lithuania, England &
Wales, Finland, Iceland, Poland, Slovak Republic, Ireland, Czech
Republic, Latvia and Germany.
The meeting was particularly pleased to welcome representatives
from Ireland and Iceland who signed joining agreements to become
new participants in the EULIS Service.

Official
launch of the EULIS service
At
the European Mortgage Federation’s Annual Conference in Brussels
on the 22nd of November 2006, Bengt Kjellson, chair of the EULIS
Steering Committee and Director of Planning at the Land Survey of
Sweden, officially launched the live EULIS service. At the EULIS
exhibition stand delegates were given a demonstration of cross-border
access to the official land registers of different European countries
through a single internet based portal. Delegates were able to conduct
live searches in the land registers of the five countries currently
connected to the service, Sweden, Netherlands, England & Wales,
Norway and Lithuania, all through the EULIS portal. Contact details
for each of the connected countries are shown in the contacts section
of the website.
Delegates
also heard that the initial 5 countries will be joined by another
11 countries in 2007, further strengthening the move towards an
integrated mortgage market in Europe.

European Commission’s Green Paper on
Mortgage Credit in the EU
Following
the publication of the Green Paper and the subsequent responses
from the mortgage industry and consumer groups the Commission launched
a dialogue between the EU and these various parties. On 16 October,
as part of this dialogue, the Commission set up an Ad-Hoc meeting
with stakeholders which EULIS members attended. The purpose of the
meeting was:
• to take stock of progress to date on the consultations
• to outline the next steps
• to provide stakeholders with an opportunity to comment and
ask questions about the commissions progress and the next steps.
The outcome of this meeting along with the other dialogues will
be taken into account by the Commission in drafting future policy
orientations for the White Paper.

European Commission's Green Paper on Mortgage Credit
The European Commission has published a Green Paper on Mortgage
Credit in the European Union. The purpose of the paper is to assess
whether the European Commission should take action in the European
mortgage credit markets.

Why
is the Commission launching this consultation?
Mortgage
credit is a complex product, involving many areas of law and policy,
and mortgage credit markets are a significant aspect of the EU economy.
Accordingly, the Commission has been careful to undertake all appropriate
consultation and assessment before considering proposing any action.
The
Green Paper puts forward the Commission’s initial reflections
on the main areas of mortgage credit activity relevant to consideration
of further integration of this market, including, in particular,
consideration of the recommendations of the Forum Group on Mortgage
Credit to develop an EU market for mortgages.

EULIS
founding partners are celebrating the success of their first Annual
General Meeting, which was held on 9 December 2005 in Warsaw. The
eight founding partners from Austria, Finland, England and Wales,
Lithuania, Netherlands, Norway, Scotland and Sweden were delighted
to be joined at the AGM by prospective new partners from the Czech
Republic, Germany, Iceland, Latvia, Northern Ireland, the Republic
of Ireland, Poland, Slovakia and Spain.
Delegates heard how the founding partners had built on the success
of the original "EULIS
Demonstrator" project in the European Commission's
eContent programme and were now looking forward to implementing
their vision of a truly pan European Land Information Service.
The packed agenda included a demonstration of the first live service
to be connected to the EULIS
portal, together
with presentations and progress reports on the programme's vision
and goals, the implementation process, market prospects, the business
case, the marketing plan and future developments. The presentations
were followed by an open discussion during which prospective new
partners expressed their support and enthusiasm to join. As one
delegate explained, his organisation wanted to be connected to EULIS
as soon as possible
because his customers would expect it and his organisation could
not afford to be left behind by not being a part of EULIS.
